Giving Zakat to a Shia?

Mufti Muhammad In'am al-Haqq Qasimi:
The Ithna 'Ashariyyah Shia (Twelvers) are out of the fold of Islam; they are Murtad (renegades) or Kafir (disbelievers). This is because of their belief of Tahreef-e-Qur'an, infallibility of the Imams, Taqiyyah (holy hypocrisy), Mut'ah (prostitution), and declaring the Sahabah radiyallahu 'anhum to be disbelievers and renegades - besides three of them. In fact, they are worse than the other disbelievers.

It is not permissible to give Zakat to a disbeliever or a renegade. Therefore, it is not permitted to give Zakat to a Shia.                                                          - Zakat ke Masa'il ka Encyclopedia p.286
