What is required for Da'wah to Reach a Person?

 [All that is required for da‘wah to reach a person is that they have heard via several channels of the name of Muḥammad, that he claimed and really believed himself to be a Prophet and is said to have produced miracles. Once this message has reached them, they are dutybound to investigate. If they ignore the impulse to investigate, or due to worldly attachments no impulse to investigate even arises in them, and therefore do not believe based on ignorance, they are kāfir. A large portion of today’s westerners fall into this category. Just a basic message has to reach them: Muḥammad, he claimed and really believed himself to be a prophet, he has miracles - that's it. Most educated westerners, I believe, have received this message. That is sufficient for them to be mukallaf. The exception Imām al-Ghazālī refers to, apart from those who never heard the name Muḥammad at all, are those who were raised believing that “Muḥammad” was not a serious figure but someone who falsely claimed prophethood (e.g., for fame or for a personal agenda). Meaning, this was all they were ever told and never heard a basic outline of the truth because of being distant from Muslim societies. But, if someone hears both the distorted version and also a basic outline of the truth (that Muḥammad was a serious figure who sincerely claimed prophethood and was said to have performed miracles), then they are mukallaf to investigate.]
